Street Department
The City's street system consists of approximately
13.26 miles of paved streets. The Street Department is responsible for
the construction and daily operation and maintenance of City streets, including
street signing, lighting, sidewalks, storm drainage, open ditch cleaning,
sweeping and utility locates.
This activity is funded by State gasoline tax,
grant funds, permit fees, miscellaneous revenues and system development
charges.
The Street Department is staffed by the Public Works Superintendent, Jeff Anderson, and two Utility Workers. The Public Works Superintendent is responsible for overseeing the day-to-day operations and the development of the City street system, and for supervising the street system maintenance staff. Capital
Construction Projects planned for 2006-07:
1. "A" Street Improvements.
Project consists of the construction of portions of "A" Street
between Sixth Street and Highway 30 to complete full street improvements to
collector standards, including curb, gutter and sidewalk improvements.
This project will be partially funded by a Special City Allotment Grant.
Estimated cost: $150,000.
2. Public Works Yard Improvements. Project consists of residing the existing shops, adding an 800 square foot shop addition, constructing a block retaining wall along the east side of the shop site, adding fill dirt, fencing, and landscaping. This department's estimated cost: $7,810.
Department Objectives for 2006-07:
To complete a Storm Water Management Plan as required by the Department of Enviornmental Quality for systems with underground injection control (UIC). Target date: December 31, 2006.
To assess street conditions and prioritize the
resurfacing of roadways through the City's Five-Year Capital Improvement
Program to bring streets up to higher standards. Target date:
September 2006.
To investigate and pursue alternative funding
opportunities for street maintenance and improvements as identified in the
City's Five Year Capital Improvement Program and Transportation Systems Plan
and in accordance with City Council Goal Number 2. Target date:
Ongoing.
To communicate with the City Council in the form of
a monthly activities report and with the citizens through the City's newsletter
and Web site. Target date: Ongoing.
To protect and extend the life of the City's streets with proper care, cleaning, crack-sealing and repair in accordance with City Council Goal Number 2. Target date: Ongoing.
Prior Year Accomplishments:
All City streets were re-striped and markings for
school zones, railroad crossings and fire hydrants were repainted. Public
Works personnel patched and repaired streets throughout the year as needed and
a small gravel section of Third Street was paved. Modifications and
upgrades to old and outdated storm system are being implemented at various
points throughout the City. An inventory of street pavement conditions
was completed to use in prioritizing street maintenance and upgrade
needs.
