AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
The special meeting was called to order by Mayor Young at 7:05 p.m. Mayor Young led the flag salute.

COUNCIL MEMBERS ABSENT:
Councilor Gary Hudson
ALSO PRESENT:
Leahnette Rivers, City Administrator/Recorder

A quorum was present and due notice had been published.
AGENDA ITEM 2 NEW BUSINESS:
2.1 Council Bill No. 00-190; Ordinance No. 00-567-O: An Ordinance repealing Ordinance No. 00-565-O, the Reduction in Market Value Claims Ordinance; declaring an emergency.
Leahnette Rivers explained that the City Attorney has recommended the City Council repeal the Market Value Claims Ordinance. She said the Department of Land Conservation and Development and the 1000 Friends of Oregon have both stated that they will appeal any Measure 7 ordinances containing waiver provisions. Further, she said the Oregonian's in Action have stated they will appeal all Measure 7 Ordinances. As a result, the City Attorney recommends the Council repeal the Market Value Claims Ordinance in order to avoid potential costs related to defending the Ordinance. She said the City Attorney believes the Courts may find Measure 7 unconstitutional.
Council Bill No. 00-190 was read twice by title only.
MOVED (SCHMOR), SECONDED (HARKINS) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 00-190 WITH THE EMERGENCY CLAUSE.
AGENDA ITEM 3 ADJOURNMENT:
Mayor Young thanked Councilor Harkins for her past four years of dedicated service as City Council Member and Parks Committee Chair. She presented Councilor Harkins with a Certificate of Appreciation for her service to the City.
There being no further business to come before the Council the meeting adjourned at 7:10 p.m.
