CITY HALL COUNCIL CHAMBERS

AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
The meeting was called to order by Mayor Cheryl A. Young at 7:30 p.m. Mayor Young delivered the invocation and led the flag salute.

A quorum was present and due notice had been published.
AGENDA ITEM 2 PUBLIC HEARINGS: None.
AGENDA ITEM 3 CITIZEN INPUT: None.
AGENDA ITEM 4 COUNCIL REPORTS:
4.1 Parks Committee: Chair Calnon said volunteers will be working in Datis and Pixie Parks tomorrow from 9:00 a.m. until 1:00 p.m. during the Riverside Clean Up project. She said they will remove blackberries and plant shrubs. Micah said they will also refinish picnic tables and paint the handrail.
4.2 Water Source and Development Committee: Leahnette Rivers said Harold Olsen and City staff met with Robert Handford of Dyno Nobel earlier this week to discuss the proposal for the well.
4.3 Streets Committee: No report.
4.4 Sewer Committee: No report.
4.5 Library Report: Leahnette Rivers said the Friends of the Library met with the consultant who is conducting the study on the district library system. She said the meeting was extremely helpful because the consultant redirected the Friends to focus on our community needs instead of trying to provide all of the traditional library services.
Leahnette Rivers said the Friends of the Library received permission from the Council to install a sandwich board sign in Harvard Park this summer, advertising their summer programs, but now they are thinking they would rather use a sign on a post, similar to a real estate sign. No objections were heard from the Council.
4.6 Other Reports: None.
AGENDA ITEM 5 CONSENT AGENDA:
5.1 Approval of Financial Reports for the period ending April 30, 2004.
5.2 Approval of the Minutes of the Regular City Council Meeting of May 6, 2004.
5.3 Written report form the City Administrator/Recorder.
5.4 Written report from the Chief of Police.
Leahnette Rivers asked the Council to add item 5.4, Written report from the Chief of Police, to the consent agenda.
MOVED (GUY), SECONDED (SCHMOR) AND CARRIED UNANIMOUSLY BY ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA.
AGENDA ITEM 6 UNFINISHED BUSINESS:
6.1 Second reading of Council Bill No. 04-316; Ordinance No. 04-595-O: An Ordinance declaring the City's election to receive state revenues.
The Council completed the second reading of Council Bill No. 04-316.
MOVED (SCHMOR), SECONDED (CALNON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 04-316.
AGENDA ITEM 7 NEW BUSINESS:
7.1 Council Bill No. 04-317; Resolution No. 04-808-R: A Resolution authorizing the transfer of appropriations within the General Fund, within the Water Fund, and within the Sewer Fund during the fiscal year beginning July 1, 2003.
MOVED (CALNON), SECONDED (SCHMOR) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 04-317.
7.2 Council Bill No. 04-318; Resolution No. 04-809-R: A Resolution authorizing application under the Special City Allotment Program.
MOVED (SCHMOR), SECONDED (CALNON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 04-318.
7.3 Council Bill No. 04-319; Resolution 04-810-R: A Resolution extending the City of Columbia City's Workers' Compensation Coverage to volunteers of the City of Columbia City, Oregon, during the fiscal year 2004-05.
MOVED (SCHMOR), SECONDED (GUY) AND CARRIED UNANIMOUSLY TO APPROVE COUNCIL BILL NO. 04-319.
AGENDA ITEM 8 OTHER BUSINESS:
Public Works update: Micah Olson said Warren Wickum's project is progressing, they just finished pressure testing the new water lines in McBride Meadows Subdivision, and the landscaping is underway at the reservoir project.
Police update: Chief Reedy noted that Multnomah County recently determined that their Reserve Officers would not be allowed to work for other agencies. He said as a result, one of our Police Reserve Officers, Brien Morris, resigned and will continue to work with Multnomah County. He said Police Officer Jim Carlson elected to stay with Columbia City, and has retired from the Multnomah County Reserve Program.
Columbia City Celebration: Mayor Young reminded everyone of the upcoming celebration, and asked for ideas for a raffle. She suggested we look into raffling a laptop computer, or possibly a flat screen television.
AGENDA ITEM 7 NEW BUSINESS (continued):
7.6 Executive Session: Executive Session in accordance with ORS 192.660(1)(h) to consult with legal counsel concerning litigation and in accordance with ORS 192.660(1)(e) to conduct deliberations with persons designated by the governing body to negotiate real estate transactions and in accordance with ORS 192.660(1)(f) to consider records that are exempt from public inspection.
The Council convened in Executive Session.
The Council reconvened in Open Session.
MOVED (SCHMOR), SECONDED (GUY), AND CARRIED UNANIMOUSLY TO SEND A LETTER TO FRANK AND JOAN CISNEROS REGARDING THEIR CONCERN, AND EXPLAINING THAT THE CITY'S LEGAL COUNSEL AND OUR INSURANCE COMPANY'S LEGAL COUNSEL HAVE ADVISED US THAT THERE IS NO LEGAL OBLIGATION TO DISCLOSE THE NAME OF THE REPORTING INDIVIDUAL, AND IN OUR OPINION NO USEFUL PURPOSE WOULD BE SERVED BY DISCLOSING THE NAME OF THE REPORTING PERSON AND THAT WE HAVE ELECTED TO WITHHOLD THAT NAME.
AGENDA ITEM 9 ADJOURNMENT: There being no further business to come before the Council, the meeting adjourned at 8:16 p.m.
