AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:

Mayor Cheryl A. Young called the regular meeting to order at 7:30 p.m. Mayor Young led the flag salute.

A quorum was present and due notice had been published.

AGENDA ITEM 5 CONSENT AGENDA:
5.1 Approval of the bills paid during the month of April 2005.
5.2 Written report from the Public Works Superintendent.
5.3 Written report from the City Administrator/Recorder.
MOVED (GUY), SECONDED (SCHMOR) AND CARRIED UNANIMOUSLY BY ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA.
AGENDA ITEM 6 UNFINISHED BUSINESS:
None.
AGENDA ITEM 7 NEW BUSINESS
7.1 Transportation funding requests: Requests for transportation funding assistance during the 2005-06 budget year from the St. Helens Senior Center, the Scappoose Senior Citizens, Inc., and Columbia County Economic Development Department.
The Council reviewed the following letters requesting funding assistance:
Mayor Young explained that last year Columbia City contributed $1,100 to the St. Helens Senior Center and $1,100 to the Scappoose Senior Citizens, Inc.
The Council discussed the various requests at length.
MOVED (SCHMOR), SECONDED (HUDSON) AND CARRIED UNANIMOUSLY TO DONATE $1,200 EACH TO THE ST. HELENS AND SCAPPOOSE SENIOR CENTERS.
AGENDA ITEM 8 OTHER BUSINESS:
City of St. Helens' request to connect to sanitary sewer force main: Micah Olson said he and Matt Hickey met with St. Helens' staff to discuss their request to connect to the force main. He said they were very receptive and agreeable with Matt Hickey's recommendations.
Micah Olson noted that in addition to the temporary connection for the backwash, St. Helens is requesting a permanent connection for the treatment plant. He said he has discussed this with Leahnette Rivers, and she's indicating that a fee schedule needs to be adopted for sewer service to property located outside of the City limits. Micah said the treatment plant should generate less sewer than a typical residence.
Mayor Young noted that Leahnette has also recommended St. Helens pay a system development charge and connection fee for their permanent connection.
Micah Olson said Leahnette recommended a monthly sewer charge that includes the equivalent tax dollars the average household pays towards the sewer bonds. He said our household sewer charge is $23.65, and the average household pays $16.67 in taxes for the sewer bond, which would result in a minimum sewer charge of $40.32 per month.
Harold Olsen suggested we review our current fee schedules and ordinances and see what provisions we have. He said we would also need to reserve the right to make changes to the fees in the future as other improvement costs may come up.
The Council discussed this matter at length with staff.
Spring Clean Up Event: Micah Olson said the Spring Clean Up Event went well. He said we collected less yard debris than in prior years, probably because of the new curbside yard debris service.
Highway 30/Bikepath Landscaping Project: Micah Olson reported that ODOT had offered to come in and clean up the brush and blackberry bushes along the bank north of Pacific Street adjacent to the bike path. He said they came in big excavator with a stump grinder on it that chewed up everything, and actually threw wood chips and other debris into some of the yards and onto rooftops adjacent to the bike path. He said we received several complaints about the debris, as well as an increase in highway noise. He said ODOT representatives responded quickly to clean up the debris they had tossed. He said Ron Kroop, ODOT District Manager, has made arrangements to meet with us and interested residents to discuss a landscaping plan they intend to implement.
Councilor Schmor cautioned that any plantings will need to be watered to insure success.
Leak Detection: Micah Olson reported that he and Jeff Anderson have spent many evenings isolated leaks in the water system. He said a leak detection company will come out on Monday to check the leaking areas they have identified.
AGENDA ITEM 7 NEW BUSINESS (CONTINUED):
7.2 Executive Session: The Council will meet in Executive Session in accordance with ORS 192.660(1)(e) to conduct deliberations with persons designated by the governing body to negotiate real estate transactions and in accordance with ORS 192.660(1)(f) to consider records that are exempt from public inspection, and in accordance with ORS 192.660(1)(h) to consult with legal counsel with regard to litigation likely to be filed.
The Council convened in Executive Session at 7:55 p.m.
The Council reconvened in Open Session at 8:40 p.m.
AGENDA ITEM 8 OTHER BUSINESS:
City Administrator/Recorder update: Mayor Young said Leahnette Rivers will has been released to return to work from medical leave on a part-time basis beginning Monday, May 9th.
