AGENDA ITEM 1           CALL TO ORDER/ROLL CALL:

Council President Schmor called the regular meeting to order at 7:30 p.m.   Council President Schmor led the flag salute.

AGENDA ITEM 2           PUBLIC HEARINGS:

AGENDA ITEM 3           CITIZEN INPUT:

AGENDA ITEM 4           COUNCIL REPORTS: 

 

4.1        Parks Committee:  Leahnette Rivers said the Parks Committee will meet on January 15, 2007, at 5:00 p.m.

 

4.2        Water Source and Development Committee:   Jeff said P.C.R. has been on vacation, and they'll be back to resume construction on Monday.  He said they have poured the floor for the chemical feed room and they've started to dig the transmission line in for the water to the well and they've gone as far as Third Street.  He said at that point they hit the City's 4-inch water main, which we fixed.  He said the City had properly marked the location of the 4-inch line, but rain had washed away some of the water-based locate marks.

 

Councilor Schmor said P.C.R. should be held responsible for the costs associated with repairing the 4-inch main.  Leahnette and Jeff agreed, and said that is in progress.

 

Jeff said the small well is off-line because the chemical feed needed to be repaired, and now a valve needs to be fixed. 

 

Jeff said his crew recently fixed a water leak on Calvin Street, and a broken service at Third and "L" Streets.

 

Mayor Young arrived at 7:37 p.m.

 

4.3        Streets Committee:  Jeff Anderson said the snowplow was recently used to plow Seventh, Eighth, and Ninth Streets and Miloris Way.

 

4.4        Sewer Committee:  No report.

 

Jeff Anderson said they recently had a rupture at the "K" Street sewer lift station that resulted in a spill of approximately 1, 000 gallons of sewage.  He said the problem was caused by some fabric that wedged in the 2" discharge line.

 

4.5        Library report:  Councilors Marson, Schmor and Hudson said the Library looks fantastic now that it has expanded.

 

4.6        Other reports:  None.

 

AGENDA ITEM 5           CONSENT AGENDA:

 

5.1        Approval of the Financial Report for the month ending November 30, 2007.

5.2        Written report from the Public Works Superintendent.

5.3        Written report from the Chief of Police.

5.4        Written report from the City Administrator/Recorder.

5.5        Reappointment of Joshua Fromm and Deborah Jacob to the Columbia City Planning Commission.

 

Item 5.3 was not available and was deleted from the consent agenda.

AGENDA ITEM 6           UNFINISHED BUSINESS: 

 

6.1        Second reading of Council Bill No. 07-461; Ordinance No. 08-642-O:  An Ordinance adopting an inflation adjustment factor to calculate changes to the City's Transportation System Development Charges; amending charges established by Ordinance No. 03-581-O; repealing Ordinance No. 06-627-O.

 

The Council completed the second reading of Council Bill No. 07-461.

6.2        Second reading of Council Bill No. 07-462; Ordinance No. 08-643-O:  An Ordinance adopting an inflation adjustment factor to calculate changes to the City's Parks System Development Charges; amending charges established by Ordinance No. 02-578-O; repealing Ordinance No. 06-628-O.

 

The Council completed the second reading of Council Bill No. 07-462.

6.3        First reading of Council Bill No. 07-463; Ordinance No. 08-644-0:  An Ordinance adopting an inflation adjustment factor to calculate changes to the City's Water and Sanitary Sewer System Development Charges; amending charges established by Ordinance No. 05-607-O; repealing Ordinance No. 06-629-O.

 

The Council completed the second reading of Council Bill No. 07-463.

AGENDA ITEM 8           OTHER BUSINESS:

 

Sewer Spill:  Jeff Anderson said they had a small sewer spill in early December at the "K" Street lift station.  He said the problem stemmed from some fabric being caught in the 2" discharge line.

 

Extra Block:  Councilor Schmor asked what we plan to do with the extra block that's being stored in Third Street.  Jeff Anderson said the block company plans to buy them back from us, and Dean Harper is supposed to pick them up soon.

 

Water Rates:  The Council reviewed a memo dated December 28, 2007, from Leahnette Rivers regarding the City's water rate requirements under the Safe Drinking Water Loan terms.  Leahnette explained that our next rate increase is scheduled to take effect on March 26, 2008, and she said she'd like to advertise a public hearing and the proposed rate increase in the next issue of the City's newsletter.  It was the consensus of the Council that we move forward with a proposed base rate of $30.00 for the first 500 c.f., an additional charge of $3.60 per 100 c.f. up to 1,000 c.f., and a charge of $4.50 per 100 c.f. over 1,000 c.f.

 

Columbia County Emergency Operations Center (EOC):  Leahnette Rivers explained that she's billed Columbia County for the value of Columbia City's staff time assisting the County EOC.  She said FEMA will likely reimburse the County for 75% of that value, and the County will forward those funds to Columbia City for reimbursement.  She recommended Columbia City write off the un-reimbursed portion and consider it a training expense.  Council Members agreed that the City should write-off the un-reimbursed costs.

 

AGENDA ITEM 7           NEW BUSINESS:

 

7.1        Executive Session:  The Council met in Executive Session to conduct deliberations with persons designated by the governing body to negotiate real property transactions pursuant to ORS 192.660(2)(e).

 

The Council convened in Executive Session.

 

The Council reconvened in Open Session.
