SUBDIVISION APPLICATION

 

The Columbia City Planning Commission is scheduled to meet at 7:00 p.m. on Tuesday, October 9, to review and act on an application for a 28-lot subdivision. The subject property is identified on Columbia County Tax Maps 5128-024-00100 and 5128-024-00200. The property consists of 15.5 acres of vacant land and is generally located to the north of Ninth Street, to the west of Sixth Street and to the south of "E" Street.

 

This decision is a limited land use decision by the Planning Commission. There is no public hearing. All written comments must be received by the City of Columbia City at City Hall by 5:00 p.m. on Wednesday, October 3, 2007.  

 

The staff report will be available for review on October 2, 2007. Copies of all documents are available for review at City Hall and can be purchased at cost.

 

WELL PROJECT UPDATE

 

This last year the City drilled two new groundwater wells at the Public Works shop site between 2nd Place and Third Street, and "J" and "K" Streets. 

 

Well Number 1:  The first well produces 47 gallons per minute, and it has been operational since early July.  It produces about 2 million gallons per month, and water from this well has supplemented the water purchased from the City of St. Helens.

 

Well Number 2:  The second well is still under development.  It is the larger of the two wells, and produces more than 300 gallons per minute.

 

The City is in the final development stages of this well project.  Final development includes constructing a chlorination facility, site piping, drainage facilities, telemetry, and distribution piping.  The acquisition of additional water rights for the well is also underway.

 

Final development construction work is scheduled to begin November 1 and should be completed by the end of March.  The distribution piping will extend from the public works well site to Third Street, run south on Third Street to "L" Street, and turn west on "L" Street and run under the railroad tracks and Highway 30 to connect to the City's existing pumping facilities.  The pumping facilities boost water up to the City's reservoir system.

 

Once the second well is on-line, it will serve as the primary water source.  Water purchased from the City of St. Helens will be used to supplement the well water, and Well Number 1 will serve as an emergency backup supply.

 

Shop and Wall Project:  In order to complete the development of the new groundwater wells, a retaining wall was needed along the east side of Third Street.  We completed the retaining wall project in August.  Next, the large shop building will be expanded and re-sided, the shop office will be repainted.  Fencing and landscaping will complete the project.

 

LIBRARY NEWS

 

Thank you for your wonderful support of the Columbia City Celebration! It was so fun to see people thronging around the sale books! We had great volunteers helping set up and pack books away – thanks to all of you!

 

This month the Novel Quilters will reveal their quilts based on the book Snow Flower and the Secret Fan by Lisa See. Snow Flower is based on Chinese women’s lives in the late 19th and early 20th century. The quilts should be wonderful! Come join us as we show off the quilts, and kick off the next book. We meet Wednesday, October 17 at 6:30 p.m.

 

It is time to renew or join the Friends of the Library. Ours is a community-run and community-funded library. Friends of the Library purchases books, equipment, supplies used to keep the library running, and internet/phone service. The Friends of the Library also governs the library, with the city’s oversight. We welcome your attendance and input at the meetings. Volunteers are always needed too, since most of our open hours are staffed by volunteers. Please stop by the library if you are interested.

 

The Friends of the Library will be hosting a Christmas Bazaar at the Community Hall on Saturday, November 10. More information will be published next month. Put the bazaar on your calendar!

 

Letter From Home by Carolyn Hart is an Agatha award winner for best novel. In a small Oklahoma town during the summer of 1949 Gretchen Gilman left her innocence behind and saw the world as it actually was. She keeps busy working in her grandmother's cafe in the early mornings before rushing to work as a reporter for the local paper the Gazette.


After the police left Faye Tatum's place following somebody called in a complaint, Gretchen and her friend Barb, Faye's daughter, find Faye dead, the victim of strangulation. Faye's husband Clyde is nowhere to be found and popular opinion says that he killed her in a jealous rage after he found out she went to the local bar to dance while he was being prepared to be shipped out. Many people believe Faye deserved what she got because she was an artist who stepped out on her husband. Gretchen's grandmother is hiding Clyde who intends to find out who killed his wife. Tragedy begets death and for years after, Gretchen tries to put the events of that summer behind her until a letter from someone in her past stirs up all the ugly memories.

This story is told from Gretchen's perspective years after the fact and readers feel her pain as she remembers being ostracized by those she thought were friends because she wrote about Faye in the newspaper in a favorable light. This is more than just a murder mystery. It is a slice of small town America during the World War II years. Carolyn Hart has written a very rich and colorful atmospheric novel, one that captures the essence of a bygone era. (Harriet Klausner)

BURN PERMITS ARE NOW REQUIRED FOR

OPEN BURNING PERIOD FOR YARD DEBRIS

 

Beginning Saturday, November 3, through Sunday, November 18, yard debris may be burned outdoors within Columbia City. However, burn permits are required prior to burning!  Permits may be obtained at City Hall or at any Fire Station within the Columbia River Fire & Rescue District.  Please remember you will also need to call the "Burn Line" at (503) 397-4800 each day to see if it is a burn day.

FIGHTING METH IN OREGON

 

Methamphetamines first appeared in Oregon in the early ’80s. Since that time, meth addiction has grown and is considered an epidemic by public safety agencies and concerned communities.  Not only does meth affect users, but increased crime and corruption of our youth can impact everyone. 

 

A grass-roots campaign called Crystal Darkness highlights the perils of meth, discourages youth from ever trying the life-altering drug, and reaches out to people struggling with addiction. 

 

The 30-minute documentary will be aired at the same time on most TV and Radio stations in the State of Oregon.

 

Mark your calendars: Tuesday, October 9, 2007 from 7:30 p.m. to 8:00 p.m.

 

Share the date with your friends. If you’re a parent or a pre-teen or teen-aged kids, plan to watch the show as a family.

 

Provide your support by alerting your constituents about this special program.

 

FALSE ALARMS MAY RESULT IN CHARGES!

 

Is your home equipped with a burglar alarm?   If so, please keep in mind that excessive false alarms may result in charges.  The City Police will respond to investigate the first two false alarms within any 12-month period free of charge. However, the third response to a false alarm in the same 12-month period will cost $50, and each additional response to a false alarm within the same 12-month period will cost $125.
