This program is referred to as the “Three Flags
Campaign” which is an international selective traffic enforcement program and
involves hundreds of law enforcement agencies in Oregon, Washington, and
British Columbia.
Participating agencies provide both regular and
overtime enforcement of safety belt, DUII and speed laws.
These goals are pursued
through active, high-visibility law enforcement agencies, focusing on three
ten-day enforcement “blitzes” scheduled throughout each calendar year.
This is a reminder that the first of the three
traffic blitzes is scheduled for February 5th, 2007 through February
18th, 2007.
Remember, it’s the law that everyone in a motor
vehicle use a seatbelt when traveling on a roadway, and that the seatbelt be
worn properly. If the belt is worn loosely, under the arm or behind the back,
it is considered not being worn properly and is in violation of the law. The
seatbelt also needs to be in good condition, showing no evidence of wear such
as no frayed edges or tears in the belt.
Please remember to buckle up and make sure that
everyone in the vehicle is buckled before moving your vehicle on the road.
Using seatbelts does save lives and reduces injuries. Please be safe and drive
carefully.

BUDGET COMMITTEE VACANCY

The City is currently
accepting applications to serve on the Budget Committee. To qualify to serve on
the Committee, applicants must be registered to vote within the City of
Columbia City. The Budget Committee usually meets infrequently during the
spring, and members serve a four-year term. The Budget Committee is responsible
for reviewing the proposed annual budget, hearing public testimony, approving
the tax rate and tax levy, and approving an annual budget. The Budget Committee
may occasionally review a proposed supplemental budget. If you are interested in serving on the
Budget Committee, please contact City Hall to obtain an application.
PLANNING
COMMISSION ACTIVITIES
The Planning Commission
will be holding public hearings on February 13, 2007. The first hearing had
been rescheduled from January because of inclement weather. This hearing is to
discuss an
application for multiple
property line adjustments and approval of access and variances to street
standards. The applicant proposes to reconfigure existing lots to create three
reconfigured lots of record that would be accessed from a private street with a
bridge across McBride Creek and connecting to a public street in the Penn
Street right-of-way.
The second hearing is to receive written and oral
testimony on a Conditional Use application for a Type II Home Occupation. The
applicant proposes to locate a one stylist, single station hair salon in an
accessory building adjacent to the residence. The property is identified on the
Columbia County Assessor maps as 5121-034-05000 and is located at 450 Penn
Street.
The Planning Commission
meeting will be held at 7:00 p.m. in the Council Chambers of the City Hall.

more help, and you’ll get first shot at looking at the books!

Friends of the Library will be paying for some
magazine subscriptions. If you have
suggestions, please let us know.
If the library isn’t open when you want to return
your books, you can take them to City Hall.
Remember, we don’t charge fines unless you lose the book. For those of you who haven’t used the
library yet, there is no fee to check out books. So check us out!
Here are some recent acquisitions by the library.
Prince of
Thieves by Chuck Hogan won the 2005 Hammett (crime novel)
award. Hogan's story is lengthy and
meaty, a tri-level novel built of equal parts of local atmosphere, conflicted
characters and action-packed heists, all told with substantive detail and
narrated in Hogan's stylish prose and clever turns of phrase. He describes the
Charlestown neighborhood, an uneasy coupling of old-time working class Irish
families and increasingly well-to-do young professionals, with realism and
detail that make it brim with life. And he delves inside the major characters
with equal energy, probing and puncturing, ultimately extracting their
innermost thoughts, their deep-seated fears and most troublesome conflicts. The
heists, and there are several, are pure escapist capers, painstakingly planned
out, well-cased, and well rehearsed. It's Robbery 101, with intricate and
believable detail and enthralling realism. Should you ever contemplate robbing
a bank, you'd do well to read the first chapter. But then, of course, you'd do

Confessions by Rachel Gibson won the 2002 Rita Contemporary Romance
award.
L.A. based tabloid reporter Hope Spencer
has come to Gospel hoping for inspiration. Well, she gets inspiration...Hope
has never met anyone quite like the residents of Gospel. From the Dean sisters
with their color-coordinated hair to the toilet-tossing sportsmen...to the
murder victim whose body had been found in her house years before. She
discovers that truth really is stranger than fiction -- even tabloid fiction!
And then there is local sheriff Dylan
Taber. He is no made-up character from one of her stories. Dylan is all too
real...and soon Hope is forced to face the awful truth -- she's been too long
without a man. But once she gets wind of a Hollywood actress somehow mixed up
in Dylan's life, Hope realizes that if they are to have a future together, he
has some true confessing to do.

FAMILY DISASTER PREPAREDNESS
Prepare a Disaster Supplies Kit
In
a disaster, you might be cut off from food, water and electricity for
days. By preparing emergency
provisions, you can turn what could be a life-threatening situation into a
manageable problem.
Keep
enough supplies in your home to meet your needs for at least three days. Assemble a Disaster Supplies Kit with items
you may need in an evacuation. Store
these supplies in sturdy, easy-to-carry containers such as backpacks, duffle
bags or covered trash containers.
Family
Disaster Supplies Kit should include:
Ø
A three-day supply of
water (one gallon per person per day) and food that won't spoil.
Ø
One change of clothing
and footwear per person, and one blanket or sleeping bag per person.
Ø
A first aid kit that
includes your family's prescription medications.
Ø
Emergency tools,
including a battery-powered radio, flashlight and plenty of extra batteries.
Ø
An extra set of car keys
and a credit card, cash or traveler's checks.
Ø
Sanitation supplies.
Ø
Special items for infant,
elderly or disabled family members.
Ø
An extra pair of glasses.
Keep
a small Disaster Supplies Kit in the trunk of your car. Be sure to include:
Ø
Battery powered radio,
flashlight and extra batteries.
Ø
Blanket.
Ø
Booster cables.
Ø
Fire extinguisher (5 lb.,
A-B-C type).
Ø
First aid kit and manual.
Ø
Bottled water and
non-perishable high energy foods such as granola bars, raisins and peanut
butter.
Ø
Maps, shovel, flares.
Ø
Tire repair kit and pump.
Keep
important family documents in a waterproof container.
Utilities
Locate
your main electrical fuse box, water service main and natural gas main. Learn how and when to turn these utilities
off. Teach all responsible family
members. Keep necessary tools near gas
and water shut-off valves.
Remember,
turn off the utilities only if you suspect the lines are damaged or if you are
instructed to do so. If you turn the gas off, you will need a
professional to turn it back on.
If Disaster Strikes
Disaster
can strike quickly and without warning.
It can force you to evacuate your neighborhood or confine you to your
home. If disaster strikes:
q
Use flashlights - do not
light matches or turn on electrical switches if you suspect damage.
q
Check for fires, fire
hazards and other household hazards.
q
Sniff for gas leaks,
starting at the water heater. If you
smell gas or suspect a leak, turn off the main gas
valve, open windows, and get everyone outside
quickly.
q
Shut off any other
damaged utilities.
q
Clean up spilled
medicines, bleaches, gasoline and other flammable liquids immediately.
q
Confine or secure your
pets.
q
Call your family contact
- do not use the telephone again unless it is a life-threatening emergency.
q
Check on your neighbors,
especially elderly or disabled persons.
q
Make sure you have an
adequate water supply in case service is cut off.
q
Stay away from downed
power lines.
