CHARTER
CITY of COLUMBIA CITY
OREGON
CHARTER
To provide for the government of the City of Columbia City, Columbia County, Oregon; and to repeal all charter provisions of the city enacted prior to the time that this charter takes effect except as hereinafter specifically retained.
Be it enacted by the City of Columbia City, Columbia County, Oregon:
CHAPTER I
NAME AND BOUNDARIES
SECTION 1. TITLE OF ENACTMENT. This enactment may be referred to as the City of Columbia City Charter of 1972.
SECTION 2. NAME OF CITY. The municipality of Columbia City, Columbia County, Oregon, shall continue to be a municipal corporation with the name "City of Columbia City."
SECTION 3. BOUNDARIES. The city shall include all territory encompassed by its boundaries as they now exist. The present boundaries of the city consist of the following described real property located within the County of Columbia and State of Oregon:
Beginning at the Northeast corner of Giltner’s Addition to Columbia City as per plat recorded in Deed Book H at page 414 in the Clerk’s Office of Columbia County, Oregon, said point also being the Northeast corner of the Jacob C. Caples Donation Land Claim No. 41 in Section 21, Township 5 North, Range 1 West, Willamette Meridian, Columbia County, Oregon; thence South 89° 05’ 59" West a distance of 1683.00 feet to the Northwest corner of said Giltner’s Addition; thence South 0° 18’ 42" East along the West line of said Giltner's Addition to the South right of way line of Franklin Street; thence North 66° 30’ East along said South right of way line to the West right of way line of 7th Street; said point being the Northeast corner of Block 62 said of Giltner’s Addition; thence South 23° 30’ East along said West right of way line of 7th Street a distance of 1985.00 feet to a point on the South line of said Giltner's Addition; thence North 66° 30’ East along said South line a distance of 380.00 feet to the Northwest corner of Columbia City as per plat recorded in Deed Book H at page 416 in the Clerk’s office of Columbia County, Oregon; thence South 17° 21’ 12" East along the West line of said Columbia City a distance of 331.39 feet; thence South 66° 30’ West a distance of 80.46 feet; thence South 17° 21’ 12" East a distance of 346.50 feet; thence South 66° 30’ West a distance of 670.93 feet; thence South 23° 30’ East a distance of 361.77 feet; thence South 66° 30’ West a distance of 529.02 feet to the West line of the Joseph Caples Donation Land Claim No. 42; thence South 27° 41’ 30" East a distance of 200.00 feet to the Southeast corner of the City of Columbia City tract as recorded in Deed Book 64 at page 388; thence North 66° 30’ East a distance of 200.00 feet to the Southeast Corner of said tract; thence North 27° 41’ 30" West a distance of 200.00 feet to the Northeast corner of said tract; thence North 66° 30’ East along the South right of way line of "K" Street to the West line of said Columbia City; thence South 17° 21’ 12" East along said West line to the Southwest Corner of said Columbia City; thence North 72° 38’ 48" East a distance of 300.00 feet to the Southwest corner of Block 50 of said Columbia City; thence South 17° 21’ 12" East a distance of 95.00 feet; thence North 72° 38’ 48" East to a point on the West line of the proposed Columbia City and St. Helens Road; thence North 9° 32’ East to the Southeast corner of said Block 50; thence North 72° 38’ along the South line of said Columbia City and the extension thereof to the centerline of the Columbia River; thence Northerly along said centerline to a point which is due East of the point of beginning; thence West to the point of beginning.
The City shall further include all territory encompassed by its boundaries as hereafter modified by voters, by the Council or by any other agency with legal power to modify them. The Recorder shall keep in his office at the City Hall at least two copies of this charter in each of which he shall maintain an accurate, up-to-date description of the boundaries. The copies and descriptions shall be available for public inspection at any time during regular office hours of the recorder.
