ORDINANCE NO. 07-634-O

 

        AN ORDINANCE MAKING THIRD STREET BETWEEN "F" AND "E" STREETS A ONE-WAY STREET.

 

        WHEREAS, the Columbia City Council desires to create a Partial Quiet Zone at three railroad highway grade crossings in Columbia City, Oregon; and,

 

        WHEREAS, a Diagnostic Team consisting of representatives from ODOT Rail Division, ODOT Highway Division, Portland & Western Railroad, and the City of Columbia City met at the affected grade crossings and identified safety concerns and mitigations; and,

 

        WHEREAS, the Diagnostic Team recommended Third Street be changed from two-way to one-way southbound between "E" and "F" Streets.

 

        NOW, THEREFORE, the City of Columbia City ordains as follows:

 

        Section 1.  [One-way street declared]  Third Street is hereby declared to be designated and made a one-way street on all of that portion lying between its intersection with "E" Street and "F" Street.

 

        Section 2.  [Direction of travel]  All vehicles traveling upon Third Street between its intersection with "E" Street and "F" Street shall travel in a southbound direction.

 

        Section 3.  [Posting of signs]  The Public Works Department of the City of Columbia City is hereby authorized and instructed to install the appropriate signs designating Third Street as a one-way street for southbound traffic in that section described herein.

 

        Passed by the council and approved by the mayor May 18, 2007.
