ORDINANCE NO. 07-635-O

 

        AN ORDINANCE RESTRICTING TURNS ON FOURTH STREET.

 

        WHEREAS, the Columbia City Council desires to create a Partial Quiet Zone at three railroad highway grade crossings in Columbia City, Oregon; and,

 

        WHEREAS, a Diagnostic Team consisting of representatives from ODOT Rail Division, ODOT Highway Division, Portland & Western Railroad, and the City of Columbia City met at the affected grade crossings and identified safety concerns and mitigations; and,

 

        WHEREAS, the Diagnostic Team recommended a raised median (pork chop island) be installed at Fourth and "I" Streets to channelize vehicular movements and prohibit left hand turns from Fourth Street onto "I" Street.

 

        NOW, THEREFORE, the City of Columbia City ordains as follows:

 

        Section 1.  [Left turn prohibited.]  No person shall make a left hand turn with any motor vehicle from Fourth Street onto "I" Street within the City of Columbia City.

 

        Section 2.  [Posting of signs.]  The Public Works Department of the City of Columbia City is hereby authorized and instructed to install the appropriate raised median (pork chop island) and signs to channelize vehicular movements from Fourth Street and prohibit left-hand turns onto "I" Street as shown on Exhibit "A" attached.

 

        Passed by the council and approved by the mayor May 18, 2007.
