ORDINANCE NO. 03-581-O
AN ORDINANCE ADOPTING SYSTEM DEVELOPMENT CHARGES FOR THE
TRANSPORTATION SYSTEM; DECLARING AN EMERGENCY.
WHEREAS, David J. Newton Associates, Inc., prepared and
provided the City of Columbia City with a System Development Charge(s) Rate
Study for Water, Sanitary Sewer, Storm Drainage, Transportation and Parks dated
July 1991; and,
WHEREAS, Don Ganer & Associates, Inc., has prepared and
provided the City of Columbia City with the Columbia City Transportation System
Development Charges Methodology Update Report and Rate Study dated November 22,
2002; and,
WHEREAS, the City Council wishes to accept, approve and adopt
the Columbia City Transportation System Development Charges Methodology Update
Report and Rate Study dated November 22, 2002, and establish transportation
system development charges based upon the recommendations contained in the study;
and,
WHEREAS, a public hearing was held on February 20, 2003, to
hear public comment on the Columbia City Transportation System Development
Charges Methodology Update Report and Rate Study, and notice of said hearing
was published in the Chronicle and the Sentinel-MIST, a newspaper of general
circulation, on January 8 and February 5, 2003; and,
WHEREAS, written notice of the public hearing was provided to
persons who have made a written request for notification prior to adoption or
amendment of a methodology for any system development charge at least 90 days
prior to the hearing.
NOW, THEREFORE, the City of Columbia City ordains as follows:
Section 1. System
Development Charge Update: The
Columbia City Transportation System Development Charges Methodology Update
Report and Rate Study prepared by Don Ganer & Associates, Inc., dated
November 22, 2002, is hereby accepted, approved and adopted. A copy of said study is attached hereto and
by this reference incorporated herein.
Section 2. Transportation
System Development Charges: The
Transportation System Development Charges listed in Table 4.7, revised December
3, 2007, attached hereto, are hereby adopted.
