ORDINANCE NO. 02-578-O
AN ORDINANCE ADOPTING SYSTEM DEVELOPMENT CHARGES FOR THE
PARKS SYSTEM.
WHEREAS, David J. Newton Associates, Inc., prepared and
provided the City of Columbia City with a System Development Charge(s) Rate
Study for Water, Sanitary Sewer, Storm Drainage, Transportation and Parks dated
July 1991; and,
WHEREAS, CIDA, Inc., Inc., has prepared and provided the City
of Columbia City with a System Development Charges for the Parks System
Recommendations study dated January 17, 2002; and,
WHEREAS, the City Council wishes to accept, approve and adopt
the System Development Charges for the Parks System Recommendations study dated
January 17, 2002, and establish parks system development charges based upon the
recommendations contained in the study; and,
WHEREAS, a public hearing was held on May 2, 2002 to hear
public comment on the System Development Charges for the Parks System
Recommendations study, and notice of said hearing was published in The
Chronicle, a newspaper of general circulation, on April 10, 2002, and in The
South County Spotlight, a newspaper of general circulation, on March 20, 2002;
and,
WHEREAS, written notice of the public hearing was provided to
persons who have made a written request for notification prior to adoption or
amendment of a methodology for any system development charge at least 90 days
prior to the hearing.
NOW, THEREFORE, the City of Columbia City ordains as follows:
Section 1. System
Development Charge Update: The City
of Columbia City System Development Charges for the Parks System
Recommendations study prepared by CIDA, Inc., dated January 17, 2002, is hereby
accepted, approved and adopted. A copy
of said study is attached hereto and by this reference incorporated herein.
Section 2. Parks
System Development Charges: As
recommended by the study, and adjusted by the 2006 adjustment factor, the
following Parks System Development Charges are hereby adopted:
Columbia City Parks System
Development Charge:
$1,495.50 per dwelling unit.

Section 3:
Effective Date: This
ordinance shall take effect 30 days following its adoption by the City Council
and approval by the Mayor.
