ORDINANCE NO. 243
AN ORDINANCE PROVIDING NAMES FOR THE ALLEYS WITHIN THE CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON: PROVIDING FOR THE DISCONTINUANCE OF THE FORMER NUMBERING SYSTEM FOR HOUSES AND BUILDINGS: PROVIDING A NEW NUMBERING SYSTEM FOR HOUSES AND BUILDINGS WITHIN THE CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AND AUTHORIZING AND DIRECTING THAT THE OFFICIAL PLAT OF THE CITY OF COLUMBIA CITY BE MODIFIED TO CONFORM TO THIS ORDINANCE.
WHEREAS, the alleys of Columbia City have not been named on the official recorded plat of Columbia City, nor by Ordinance, and
WHEREAS, the Common Council of the City of Columbia City deems it in the best interest of the City of Columbia City to discontinue the present house and building numbering system for the City of Columbia City and to replace it with a new and more appropriate numbering system;
THE CITY OF COLUMBIA CITY DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. [Alley Designations.] The alleys of the City of Columbia City, which alleys run in a northerly and southerly direction, are to be hereafter designated as follows:

First Place First and Second Street
Second Place Second and Third Street
Third Place Third and Fourth Street
Fourth Place Fourth and Fifth Street
Fifth Place Fifth and Sixth Street
Sixth Place Sixth and Seventh Street
Seventh Place Seventh and Eighth Street
Eighth Place Eighth and Ninth Street
Ninth Place Ninth and Tenth Street
Section 2. [Discontinuance of Present Numbering System.] The present street and building numbering system and numbers are hereby discontinued and of no further force and effect within the City of Columbia City.
Section 3. [Street Numbering System.] It is hereby ORDAINED that on the effective date of this Ordinance, the house and building numbering system within the City limits of the City of Columbia City, Columbia County, Oregon shall be as follows:
All rows of blocks shall be numbered from South to North. Rows of blocks commencing with the South City limits shall be numbered by hundreds beginning with 1400 and ending with 3700 at the Northerly row of blocks.
The houses and buildings on the lots facing east on the west side of each north-south street shall be numbered from south to north; the first two digits being the block row number and the last two digits shall be 05 to 15; 15 to 25; 25 to 35; 35 to 45; 45 to 55; and shall be odd-numbered; the houses and buildings facing west on the east side of said streets shall be even-numbered, running from south to north. The first two digits shall begin with the block row number and the last two digits shall be even-numbered and shall be 00 to 10; 10 to 20; 20 to 30; 30 to 40; and 40 to 50. [Amended by Ord. Houses and buildings facing North along the South side of the East-West streets shall be odd numbered with three digits; the first digit shall be the same as the number of the North-South street lying along the East side of the block and shall be numbered from East to West; the second two digits shall be 05 to 55; and 55 to 95.
Houses and buildings facing South along the North side of the East-West streets shall be even numbered with three digits; the first digit shall be the same as the number of the North-South street lying along the East side of the block and shall be numbered from East to West; the second two digits shall be 00 to 50; and 50 to 90.
Houses and buildings East of First Street facing the East-West streets shall have four digits; the first two digits shall be 01 and the second two digits shall be the same as houses and buildings facing the East-West streets, as set forth in Section 3 Paragraph 3 and 4 above.
Section 4. [Recorder Responsibilities.] The City Recorder is hereby directed to deliver to the Columbia County Surveyor and to the Columbia County Clerk sufficient numbers of duly authenticated copies of this Ordinance for the purpose of both of the above County officials correcting the official plat of the City of Columbia City to conform to the terms of this Ordinance; and this Ordinance shall take effect and be in full force and effect when signed by the Mayor.
